City Hall Complex – Police Patrol Options <br /> <br /> <br /> <br />Although a new parking structure can be built to more modern seismic standards, earthquake <br />remains a significant disaster threat. For this reason, secure surface parking for patrol vehicles <br />outside of the downtown area remains preferable to structured parking associated with the new <br />City Hall. In the event of a disaster, access to the facility, vehicles, equipment, and fuel will be <br />critical and a centralized site not in the immediate downtown, is preferable. <br /> <br />Another consideration not applicable to non public safety functions of the City is relocation <br />during the City Hall construction project. The planning horizon for the new City Hall is 20 years <br />from the date of occupancy. Rather than build 20 years worth of police patrol growth capacity in <br />the new City Hall, a 10-year planning horizon for the patrol facility is recommended. This <br />provides immediate capacity for patrol and temporary space for police administrative and <br />investigative offices during the period of City Hall construction as well as growth capacity to <br />approximately 2020. At that time, an additional patrol facility north of the Willamette River <br />should be considered. <br /> <br />Page 4 of 4 <br />
