Wastewater <br />An8inchpublicwastewaterlineexistswithinSterlingParkPlace(alocalCityofEugene <br />road),justwestofthesubjectpropertyacrossGilhamRoad(alocalLaneCountyRoad). <br />Accordingtotheasconstructeddrawings,awastewatercleanoutexistsintheGilham <br />Roadrightofwayoffthe8inchlineinSterlingParkPlace.Therearenoonhold <br />wastewaterassessmentsonthistaxlot. <br />Stormwater <br />Publicstormwatersystemsarenotavailabletoservethisproperty.Recordsshowthat <br />thesoilsaremappedprimarilyTypeBandC.Infiltrationtestingmayberequiredatthe <br />timeofdevelopmenttodemonstrateadequatepercolationrates;however,thereare <br />optionsforcomplyingwithstormwaterstandardswhichwillbefurtherevaluatedatthe <br />timeoffuturedevelopment.CommentsfromLaneCountyregardingstormwater <br />indicaterunofffromthesubjectpropertycannotbedirectedtoLaneCountyroadright <br />ofwayorintoanyLaneCountydrainagefacility,includingroadsideditches. <br />Transportation <br />ThispropertyabutsGilhamRoadtothewest.ThenorthportionofGilhamRoadis <br />designatedasaLocalAccessRoadandtothesouthisdesignatedUrbanLocalRoad <br />whichiswithinLaneCountyjurisdiction.LaneCountyTransportationcommentsindicate <br />thatthenorthportionofGilhamRoadthatfrontsthispropertyisaprivateroadand <br />outsidethejurisdictionofLaneCounty.Thereisalsoaprivateroad,NelsonLanethat <br />providesaccesstothesouthportionofthetaxlot.Accessmanagementandstreet <br />standardswillbeevaluatedatthetimeoffuturedevelopment.Anynewdriveway <br />approachesorconnectionstothesegmentofGilhamRoadthatisclassifiedasanUrban <br />LocalRoadwillrequireaFacilityPermittobeissuedbyLaneCounty. <br />SolidWaste <br />Collectionserviceisprovidedbyprivatefirms.RegionaldisposalsitesandtheShort <br />MountainLandfillareoperatedbyLaneCounty. <br />WaterandElectric <br />EWEBWaterstaffstatenoobjectiontotheannexation.EWEBElectricstaffalsostateno <br />objectiontotheannexation.Waterandelectricservicescanbeextendedtothesubject <br />propertyinaccordancewithEWEBpoliciesandprocedures. <br />PublicSafety <br />Policeprotectioncanbeextendedtothissiteuponannexationconsistentwithservice <br />provisionthroughtheCity.FireprotectionwillbeprovidedbytheCityofEugeneFire <br />Department.Emergencymedicalservicesarecurrentlyprovidedonaregionalbasisby <br />thecitiesofEugeneandSpringfieldtocentralLaneCountyandwillcontinueinthesame <br />manneruponannexation. <br />ParksandRecreation <br />ParksandrecreationprogramsareprovidedonaCitywidebasis.Theinclusionofthe <br />subjectpropertyintheCityissufficientevidencetodemonstratetheminimumlevelof <br />BruceWiechertCustomHomes(A181)April2018Page3 <br /> <br />
