Metropolitan Wastewater Management Commission Acronyms and Explanations <br />ACRONYMS AND EXPLANATIONS <br />AMCP <br /> – Asset Management Capital Program. The AMCP implements the projects and activities <br />necessary to maintain functionality, lifespan, and effectiveness of the MWMC facility assets on an <br />ongoing basis. The AMCP is administered by the City of Eugene for the MWMC. <br />ARRA <br />– American Reinvestment and Recovery Act. This funding was part of the federal <br />government’s economic stimulus program and issued loans under favorable conditions to <br />stimulate infrastructure and capital project investment. <br />BMF <br /> – Biosolids Management Facility. The Biosolids Management Facility is an important part <br />of processing wastewater where biosolids generated from the treatment of wastewater are turned <br />into nutrient rich, beneficial organic materials. <br />CIP <br /> – Capital Improvements Program. This program implements projects outlined in the 2004 <br />Facilities Plan and includes projects that improve performance, or expand treatment or hydraulic <br />capacity of existing facilities. <br />CMOM <br /> – Capacity Management and Maintenance Program. The CMOM program addresses wet <br />weather issues such as inflow and infiltration with the goal to eliminate sanitary sewer overflows <br />to the extent possible and safeguard the hydraulic capacity of the regional wastewater treatment <br />facility. <br />CWSRF <br /> – Clean Water State Revolving Fund. The Clean Water State Revolving Fund loan <br />program is a federal program administered by the Oregon DEQ that provides low-cost loans for <br />the planning, design and construction of various water pollution control activities. (DEQ) <br />EMS <br /> – Environmental Management System. An EMS is a framework to determine the <br />environmental impacts of an organization’s business practices and develop strategies to address <br />those impacts. <br />ESD <br />– Environmental Services Division. The ESD is a division of the City of Springfield’s <br />Development and Public Works Department that promotes and protects the community’s health, <br />safety, and welfare by providing professional leadership in the protection of the local <br />environment, responsive customer service, and effective administration for the Regional <br />Wastewater Program. <br />IGA <br /> – Intergovernmental Agreement. Pursuant to ORS 190.010, ORS 190.080, and ORS <br />190.085, the IGA is an agreement between the cities of Eugene and Springfield and Lane County <br />that created the MWMC as an entity with the authority to provide resources and support as <br />defined in the IGA for the Regional Wastewater Program. <br />Page 3FY 18-19 BUDGET AND CIP <br /> <br />
