Metropolitan Wastewater Management Commission Acronyms and Explanations <br />MWMC <br /> – Metropolitan Wastewater Management Commission. The MWMC is the Commission <br />responsible for the oversight of the Regional Wastewater Program. In this role, the MWMC <br />protects the health and safety of our local environment by providing high-quality management of <br />wastewater conveyance and treatment to the Eugene-Springfield community. The Commission is <br />responsible for the oversight of the Regional Wastewater Program. <br />NPDES <br /> – National Pollutant Discharge Elimination System permit. The NPDES permit program <br />is administered by the Oregon Department of Environmental Quality (DEQ) in fulfillment of <br />federal Clean Water Act requirements. The NPDES permit includes planning and technology <br />requirements as well as numeric limits on effluent water quality. <br />RWP <br /> – Regional Wastewater Program. Under the oversight of the MWMC, the purpose of the <br />RWP is to protect public health and safety and the environment by providing high quality <br />wastewater management services to the Eugene-Springfield metropolitan area. The MWMC and <br />the regional partners are committed to providing these services in a manner that will achieve, <br />sustain, and promote balance between community, environmental, and economic needs while <br />meeting customer service expectations. <br />SDC <br /> – System Development Charge. SDCs are charges imposed on development so that <br />government may recover the capital needed to provide sufficient capacity in infrastructure <br />systems to accommodate the development. <br />SRF <br /> – Clean Water State Revolving Fund. The Clean Water State Revolving Fund loan program <br />is a federal program administered by the Oregon DEQ that provides low-cost loans for the <br />planning, design and construction of various water pollution control activities. (DEQ) <br />SSO <br /> – Sanitary Sewer Overflows. Discharges of raw sewage. <br />TMDL <br /> – Total Maximum Daily Load. The federal Clean Water Act defines Total Maximum <br />Daily Load as the maximum amount of any pollutant that can be safely assimilated by a waterway <br />in one day without significant degradation of water quality. <br />TSS <br /> – Total Suspended Solids. Organic and inorganic materials that are suspended in water. <br />WPCF <br /> – Regional Water Pollution Control Facility. The WPCF is a state-of-the-art facility <br />providing treatment of the wastewater coming from the Eugene/Springfield metropolitan area. <br />The WPCF is located on River Avenue in Eugene. The treatment plant and 49 pump stations <br />distributed across Eugene and Springfield operate 24 hours a day, 7 days a week, 365 days a year <br />to collect and treat wastewater from homes, businesses and industries before returning the cleaned <br />water, or effluent, to the Willamette River. Through advanced technology and processes, the <br />facility cleans, on average, up to 30 million gallons of wastewater every day. <br />WWFMP <br /> – Wet Weather Flow Management Plan. This plan evaluated and determined the most <br />cost-effective combination of collection system and treatment facility upgrades needed to manage <br />excessive wet weather wastewater flows in the Eugene/Springfield metropolitan area. <br />Page 4FY 18-19 BUDGET AND CIP <br /> <br />
