Metropolitan Wastewater Management Commission Springfield Budget Detail <br />CITY OF SPRINGFIELD <br />REGIONAL WASTEWATER PROGRAM RESPONSIBILITIES <br />The City of Springfield manages administration <br />Program Responsibilities <br />services for the RWP under the Intergovernmental <br />Administration & Management <br />Agreement for the Metropolitan Wastewater <br />Financial Planning & Management <br />Management Commission (MWMC). The programs <br />Long-Range Capital Project Planning <br />Project and Construction Management <br />maintained by Springfield to support the RWP are <br />Coordination between the Commission and <br />summarized below and are followed by Springfield’s <br />governing bodies <br />regional wastewater budget summaries. Activities, and <br />Coordination and Management of: <br />Risk Management & Legal Services <br />· <br />therefore program budgets, for the MWMC <br />Public Policy Issues <br />· <br />administration vary from year to year depending upon <br />Regulatory and Permit Compliance Issues <br />· <br />the major construction projects and special initiatives <br />Public Information, Education and Outreach <br />Industrial Pretreatment Source Control <br />underway. A list of the capital projects Springfield <br />Customer Service <br />staff will support in FY 18-19 is provided in Exhibit 12 <br />on page 41. <br />MWMC ADMINISTRATION <br />The Springfield Environmental Services Division (ESD) and Finance Department provide <br />ongoing support and management services for the MWMC. The Development and Public Works <br />(DPW) Director serves as the MWMC Executive Officer. The Environmental Services Manager <br />serves as the General Manager. Springfield provides the following administration functions: <br />financial planning management, accounting and financial reporting; risk management and legal <br />services; coordination and management of public policy; coordination and management of <br />regulatory and permit compliance issues; coordination between the Commission and the <br />governing bodies; long-range capital project planning and construction management; <br />coordination of public information, education, and citizen involvement programs; sewer user <br />customer service; and coordination and development of regional budgets, rate proposals, and <br />revenue projections. <br />INDUSTRIAL PRETREATMENT (SOURCE CONTROL) PROGRAM <br />The Industrial Pretreatment Program is a regional activity implemented jointly by the Cities of <br />Eugene and Springfield. The Industrial Pretreatment section of the ESD is charged with <br />administering the program for the regulation and oversight of wastewater discharged to the <br />sanitary collection system by industries in Springfield. This section is responsible for ensuring <br />that these wastes do not damage the collection system, interfere with wastewater treatment <br />processes, result in the pass-through of harmful pollutants to treated effluent or biosolids, or <br />threaten worker health or safety. <br />This responsibility is fulfilled, in part, by the use of a permit system for industrial dischargers. <br />This permit system, common to both Eugene and Springfield, implements necessary limitations <br />on waste characteristics and establishes inspection, monitoring, and reporting requirements for <br />documenting waste quality and quantity controls. The Industrial Pretreatment section is also <br />responsible for locating new industrial discharges in Springfield and evaluating the impact of <br />those discharges on the regional WPCF.
