Metropolitan Wastewater Management Commission Springfield Budget Detail <br />the wastewater discharges of some commercial/industrial businesses through the development <br />and implementation of Pollution Management Practices. Pretreatment program staff also <br />coordinates pollution prevention activities in cooperation with the Pollution Prevention Coalition <br />of Lane County. <br />ACCOUNTING AND FINANCIAL REPORTING <br />Accounting and financial reporting services for the RWP are provided by the Accounting section <br />in the Springfield Finance Department, in coordination with ESD. Springfield Accounting staff <br />maintains grant and contract accounting systems, as well as compliance with all local, state and <br />federal accounting and reporting requirements for MWMC finances. This section also assists <br />ESD with preparation of the MWMC budget, capital financing documents, sewer user rates, and <br />financial policies and procedures. <br />PROGRAMS AND SIGNIFICANT SERVICE/EXPENDITURE CHANGES <br />In FY 18-19, the City of Springfield will support the following major regional initiatives in <br />addition to ongoing Commission administration and industrial pretreatment activities: <br />Continue public information, education and outreach activities focused on the MWMC’s <br />Key Outcomes and Communication Plan objectives to increase awareness of the <br />MWMC’s ongoing efforts in maintaining water quality and a sustainable environment. <br />Implement Capital Financing strategies necessary to meet current debt obligations, <br />prepare for additional debt financing, and ensure sufficient revenues in accordance with <br />the 2005 MWMC Financial Plan. <br />Continue implementation of the 2004 MWMC Facilities Plan and 2014 Partial Facilities <br />Plan Update to meet all regulatory requirements and capacity needs. Considering <br />emerging environmental regulations that may impact the operation of the WPCF. <br />Protect the Regional Wastewater Program (RWP) interests through participation in <br />Association of Clean Water Agencies activities. <br />Coordinate temperature Total Maximum Daily Load (TMDL) compliance through <br />continued development and implementation of the thermal load mitigation strategy, <br />including but not limited to a recycled water program. <br />Continue participation with the Association of Clean Water Agencies and the Department <br />of Environmental Quality on regulatory permitting strategies and the development of <br />water quality trading rules. <br />Implement resiliency planning to ensure protection of public health and safety following <br />natural disasters such as earthquakes and floods. <br />Page 27FY 18-19 BUDGET AND CIP <br /> <br />
