Metropolitan Wastewater Management Commission Capital Improvement Program <br />RENEWABLE NATURAL GAS (RNG) UPGRADES <br />Description: <br />This project provides the planning, decision support, and potentially design and <br />construction of Renewable Natural Gas (RNG) Upgrades consisting of biogas <br />purification facilities at the Water Pollution Control Facility (WPCF) and an <br />interconnection with the NW Natural utility grid. Together, these upgrades would allow <br />the MWMC to sell the upgraded gas (RNG) as a transportation fuel through an offtake <br />agreement with Trillium CNG. In addition, Trillium CNG would buy the environmental <br />attributes associated with this renewable fuel. <br />Status: <br />Pre-design <br />Justification: <br /> Full utilization of the MWMC’s biogas at the highest value available for ratepayers. <br />Project Driver: <br />Currently, the WPCF can only utilize approximately 70% of the biogas produced with the <br />remaining 30% being flared as a waste product. <br />Project Trigger: <br />The Commission must make a Go/No Go decision by late summer 2018.
