(P. 111-3.) <br /> <br />Presently, there exists a conflict betwe~n the Metro Plan and the <br />Downtown Plan, in that the Downtown Plan states, as a policy, this <br />parcel, along with other parking lots in the Dowritown Plan: area, <br />should be redesignated and rezoned to CommerCial use and the Metro <br />Plan Diagram, unless amended, is inconsistent with that policy. <br /> <br />Policy 8.0 <br /> <br />"Recognize the differing needs of residential areas in. the <br />various, parts of the community, and determine the need <br />.tocreate additional commercial sites iri light of <br />opportunities for redevelopment~" (P. 111-8.). <br /> <br />As stated in the findings adopted at the time of adopti9n of the. <br />Downtown Plan: <br /> <br />"The Downtown Plan specifically encourages a variety of <br />housing. and homeownership opportunities in' the <br />downtown core and on the edges. of th~ DOWl)town Plan <br />area. . . . " <br /> <br />The plan amendment will, as is calle.d for in the policy, create an <br />additional commercial site where there is an opportunity for <br />redevelopme'nt with the result that the residential are~ of downtown <br />will have additional commercial alternatives. <br /> <br />Policy 11.0 <br /> <br />"Promote neighborhood-oriented comme'rcial facilities and <br />community commercial areas rather than 'additional major <br />retail centers." (P. 111-9.) <br /> <br />rhe plan amendment will add to the role of downtown "as a commercial <br />center and strqng regional center as is sought by the Downtown Plan. <br />
