<br />ATTACHMENT C <br /> <br />AGENDA ITEM SUMMARY <br />October 30, 2006 <br /> <br />TO: <br /> <br />Eugene Planning Commission <br /> <br />FROM: <br /> <br />Ann Siegenthaler, Associate Planner, Eugene Planning Division <br /> <br />ITEM TITLE: <br /> <br />Deliberations on State of Oregon Motor Pool Metro Plan Amendment and Zone <br />Change (MA 06-2 and Z 06-9) <br /> <br />ACTION REQUESTED: Review new information submitted, continue deliberation on, and make <br />recommendations to the City Council on the proposed Eugene-Springfield Metropolitan Area General <br />Plan (Metro Plan) amendment and zone change. <br /> <br />BRIEFING STATEMENT: On September 19,2006, the Eugene Planning Com"mission held a public <br />hearing on a proposal to amend the Metro Plan and approve a concurrent zone change for the following: <br /> <br />File name: Oregon Motor Pool Site <br />Property location: 445 Pearl Street, Tax Lot #1703304408900 <br />Applicant/owner: State of Oregon Administrative Services <br />Owner's representative: Jim Spickerman of Gleaves Swearingen Potter & Scott LLP <br /> <br />The applicant requests approval of the following: <br /> <br />1. Metro Plan Amendment (MA 06-2) to amend the Metro Plan land use diagram for the subject <br />property from a designation of High Density ResidentiaVMixed UselNodal Development to a <br />designation of CommerciallNodal Development. <br /> <br />2. Zone Change (Z 06-9) to rezone the subject property from the existing zoning ofI-2rrD, Light- <br />Medium Industrial with Transit Oriented Development overlay zone, to C-2rrDIND Community <br />Commercial with Transit Oriented Development and Nodal Development overlay zones. <br /> <br />BACKGROUND: <br /> <br />Purpose of Staff Report <br />The Eugene Code requires City staff to prepare a written report, prior to the public hearing, for the <br />Planning Commission's consideration concerning any Metro Plan amendment or zone change request. <br />The staff report, is attached as Attachment A, Staff Findings, revised October 16, 2006 in response to <br />additional data submitted by the applicant. Following the close of the public hearing record, the Planning <br />Commission will make a recommendation, based on the required approval criteria, to the City Council to <br />approve, approve with modifications or deny the applications. The requests will be heard before the City <br />Council in a separate public hearing, following action by the Planning Commission. The quasi-judicial <br />hearing procedures applicable to this request are described at EC 9.7065 through EC 9.7095. <br /> <br /> <br />
