<br />Planning Commission <br />October 10, 2006 <br />Page 3 <br /> <br />site mentioned in particular was the Eugene Hospital and Clinic site. <br />What I did not have the opportunity to say then and wish to point out <br />now is that all of those "Development Opportunity Areas" are presently <br />Plan designated Commercial with the exception, of course, of this site, <br />the Depot parking lots, and the Midgely's block, Opportunity Area 4. <br /> <br />Although I have provided the traffic analysis the staff has insisted <br />upon, I maintain that the Downtown Plan and the particular policy at <br />issue both mean what they say. The Downtown Plan was intended to <br />facilitate development in the downtown area by dealing <br />comprehensively with the entire area and found that these <br />"underutilized sites" should be redesignated and rezoned to <br />Commercial. Adoption of the policy as part of the plan was reasonable <br />given the nature of the area including transit systems, the /TD overlay <br />zone, the /ND overlay zone and the concept of "great streets," <br />including 5th Avenue.. This is a pedestrian transit oriented area. <br /> <br />B. Trip Generation Analysis <br /> <br />The staff had requested extensive data including: <br /> <br />"... trip generation, trip distribution and assignment, <br />existing levels and patterns of traffic / travel to and from <br />the site and the level of service of each nearby (upstream <br />or downstream) intersection, existing and planned <br />access(es) and comparative analysis of each of these under <br />existing plan designation(s) and proposed plan <br />designation(s)." (September 12, 2006, Staff Preliminary <br />Findings, p. 8.) <br /> <br />The Planning Commission was provided a copy of a June 18,2003 <br />memorandum from Gary McNeel, PWE, entitled "Courthouse District <br />Trip Generation Estimates." A copy is attached as Exhibit A. From <br />this document, the City Council concluded in their findings on the <br />courthouse plan amendment: <br /> <br />"This analysis shows that the existing transportation <br />facilities are adequate to serve this amount of new <br />development on the remainder of the site with acceptable <br />levels of service... ." <br />
