<br />Planning Commission <br />September 15, 2006 <br />Page 7 <br /> <br />"... trip generation, trip distribution and assignment, <br />existing levels and patterns of traffic/travel to and from <br />the site and the level of service of each nearby (upstream <br />or downstream) intersection, existing and planned <br />access(es) and comparative analysis of each of these under <br />existing plan designation(s) and proposed plan <br />designation(s)." (Staff report, p. 11.) <br /> <br />This is a curious request in light of that which was found satisfactory <br />to meet the Goal 12 requirement when the Courthouse District,was <br />rezoned. It may be recalled; two ordinances were presented in dealing <br />with the downtown area. One ordinance adopted the new Downtown <br />Plan. The other ordinance applied the nodal overlay to the entire <br />Downtown Plan area and redesignated the federal courthouse site of <br />9+ acres from Heavy Industrial to Commercial. In making positive <br />findings on Goal 12, the City cited the proposed transportation <br />improvements plan in conjunction with the courthouse which included <br />the 6th Avenue extension, a portion of Ferry Street and 8th Avenue and <br />signalized the intersection of 8th and Mill~ the effect of the nodal <br />development area and that this would be a "mixed-use, pedestrian- <br />friendly center, neighborhood." <br /> <br />The Council did not have before it a traffic impact analysis with the <br />information the staff would like to require of the applicant here. It <br />only had a memorandum from Public Works with the stated subject <br />and content: "Courthouse District Trip Generation Estimates." This <br />was a computation of trips generated by trying to project what the <br />land uses would be on this 9+ acres of commercial land and the trips <br />that would be generated if those land uses did in fact occur. As is <br />apparent, this is only one type of data of the above list of types of data <br />the City now deems necessary. <br /> <br />In spite of the generation of 10,775 new trips, no detailed analysis <br />such. as level of service analysis, was required and the Council found <br />that the . change in land use designation would not significantly affect <br />the transportation facility. <br /> <br />c. Conclusion <br /> <br />The State of Oregon, both directly through contact by members of the <br />Department of Administrative Services staff and through counsel, <br />participated in. development of the Downtown Plan from the outset. <br />
