<br />Planning Commission <br />September 15, 2006' <br />Page 8 <br /> <br />Prior to the initiation of the plan, the State of Oregon met with the City <br />to explore the possibility of redesignation of the motor pool site. They <br />were advised the Downtown Plan process was soon to commence and <br />use of this site could likely be addressed in the context of that <br />refinement plan. Eventually, the result was the policy at issue which <br />was intended to include this site as well as such sites as the parking <br />lots near the train depot. <br /> <br />The policy calls for facilitating downtown development. Development <br />is not facilitated if each property owner must, independently.of the <br />adopted Downtown Plan, justify a change in the Metro Plan diagram <br />by findings of consistency with the Metro Plan and Statewide Goals as <br />if the Downtown Plan was never adopted. The Downtown Plan had the <br />effect of amending the Metro Plan text leaving only the implementation <br />of the Plan's policy by amending the Metro Plan Diagram so that the <br />Plan is internally consistent. <br /> <br /> <br />jca <br />cc: Client <br />Emily Jerome <br />
