To satisfy ther~creational needs of the citizens <br />of the state and visitors and, where appropriate, to provide for the siting of <br />' necessary recreational facilities including destination resorts. . <br /> <br />Goal 8 ensures provision of recreation facilities to the citizens of the <br />State. The proposed designation will not impact provision for recreation <br />facilities. Access to recreation opportunities will not be affected by the <br />proposed ainendment. The amendment, therefore; is consistent with Statewide <br />Planning Goal 8. <br /> <br />Goal 9 .:... Economic Development: To provide adequate opportunities <br />throughout the state'[or a variety of economic actiVities vital to the health, <br />w~lfare, and prosperity of Oregon's citizens. <br /> <br />The administrative rule for Statewide Planning Goal 9 (OAR 660, Division <br />9) requires cities to evaluate the supply and demand of commercial and <br />industrial land relative to community economic objectives. The Eugene <br />Commercial Lands Study and the Metropolitan Industrial Lands Inventory and <br />Policy Reports are acknowledged for their compliance with the requirements of <br />Goal 9 and its administrative 'rule. . <br /> <br />Fmdings adopted in support of the Downtown Plan confirm that the Plan <br />is intendeq to support the intensity of , commercial uses downtown. The . <br />Downtown Plan specifically addresses the need. to capitalize on development <br />opportunities and particularly calls out surface parking lots as a type of <br />opportunity that should be facilitated by plan:. and zoning redesignation. The <br />proposed Metro Plan Diagram amendment is consistent with the Eugene <br />Downtown Plan, '8. refme~ent plan, therefore, consistent with Statewide <br />PI~ning Gqal 9. . <br /> <br />Goal1~ ~ Housing: To pro'vide f~'r the housing needs of citizens of the ~tate. <br /> <br />. . The DoWntown Plan specifically encourages a variety of housing and <br />home ownershIp opportunities in the downtown core and on the edges of the <br />Downtown Plan' area. The: Downtown Plan does not contemplate that <br />residential use should take place on this site, rather the text indicates it should <br />be designated for commercial use. <br /> <br />As discussed above, the site above is not appropriate for High Density <br />Residential use due to its setting in terms of surrounding land use . <br />designations and uses and, particularly, the f~ct that it is adjacent to railroad <br />.tracks.
