To plan and develop a ti~ely, <br />orderly and efficient arrangement of public facilities mid servicf;!s to serve <br />as a framework for urban and rural development. <br /> <br />. The site has long been within the City limits and served by public <br />facilities which will be adequate to serve the. needs of existing and future <br />developme~t. The plan amendm~nt is, therefore" consistent with Statewide <br />Planning .Goal 11. '.' <br /> <br />Goal 12 - Transportation: To provide and encourage a safe, convenient and . <br />ec()nomic transpo~ation system. . <br /> <br />, . <br /> <br />Goal 12 is implemented through the Transportation Planning Rule (TPR, <br />OAR 660-12). TransPlanprovides the mutual policy framework through which <br />the.TPR is enacted at the local.level. The Downtown Plan. supports a safe, <br />convenient and economic tra.I)sportation system and. is consistent with ' <br />Statewide Pla~ning Goal 12. Transpian states in part: <br /> <br />"Provide for' trarisit-supportive land use patterns. and development, <br />including higher intensity, .transit-oriented development near ... <br />.' downtown areas; and developm'ent and redevelopment.in <br />designate~ areas that are. or ..coul4 h.e well served by existing or <br />planned transit." (TransPlan Land Use Policy #3.) <br /> <br />The subject site is part of a nodal area and near transportation systems~ <br />The Central Area Transportation Study (CATS) adopted May ~4, 2004 <br />specifically addresses this area and the 2004 update of CATS. specifically states <br />that it is focused on changes to the ,transportation system that result f~om the <br />update to the Eugerie Downtown Pl~ (see p. .6). At page 61, the trahsit system <br />discussion map indicates the partion of High Street adjacent to the property is <br />to .be a Downtown Shuttle Service route and potential future BRT route. <br /> <br />The Tran~portation Planning Rule req~ires that amendments to <br />. ackn.owledgeci comprehensive plans which significantly affect a transportation <br />f~cility shall assure "that the allowed land uses' ar~ . consistent with' 'the . <br />identified" function, capacity and performance standards.(e.g., level of service, <br />volume to capacity ratio, etc.) ~f the faci~ity. In adopting the 'Downtown Plan, <br />the Council found that the Downtown Plan and the related code amendments <br />would not significantly' affect a transportation facilitY since they do none of the <br />things desc~ibed in the TPR (OAR 660-0 12-q060(a)-(d)). . <br /> <br />In the Downtown Plan, four streets are proposed to be characterized .as <br />"great streets:" Broadway, Willamette, 5th Avenue and 8th Avenue. The plan <br />proposes that design' standards artd gujdelines be drafted for each street to <br />emphasize pedestrian amenities" and to attract pedestrian friendly <br />development, in an effort to create a "walkable" downtown.
