Adding Sections 9.3800, and 9.3823 to that code; Adopting a Severability Clause; and <br /> Providing an Effective Date <br /> <br /> Councilor Pap~, seconded by Councilor Nathanson, moved that the City <br /> Council adopt Council Bill 4818, an ordinance concerning the Royal Nodal <br /> Development Area; amending the Eugene-Springfield Metropolitan Area <br /> General Plan and the Bethel-Danebo Refinement Plan; adopting a <br /> severability clause; and providing an effective date. <br /> <br />In response to a question from Councilor Kelly regarding possible increases in vehicle miles, <br />Engineering Data Services Manager Fred McVey said the nature of nodal development, with its <br />provisions for pedestrian and bicycle movement, would mitigate and lessen vehicle miles from a <br />typical Iow-density residential area. <br /> <br />In response to a question from Councilor Bettman regarding the financing for the new <br />infrastructure for the stormwater conveyance system, Mr. McVey said the nature of the funding <br />sources were really options that were presented, primarily for Public Works staff, in consideration <br />for constructing the capital improvements program. He said the draft Capital Improvement <br />Program document, that would come before the council in a few weeks, would not have a utility <br />fund as one of the methods for financing the stormwater system. <br /> <br />Councilor Nathanson said she was extremely impressed with the staff work in the plan. She said <br />the council had an opportunity to approve something that would be very different from ordinary <br />design. <br /> <br />In response to a question from Councilor Pap~ regarding what proportion of the wetlands in that <br />area were in private ownership, Mr. McVey said that virtually all, with the exception of eight acres, <br />was in private ownership. <br /> <br /> Roll call vote; the motion passed unanimously. <br /> <br /> Councilor Pap~, seconded by Councilor Nathanson, moved that the City <br /> Council adopt Council Bill 4819, an ordinance concerning the Royal Node <br /> Special Area Zone; amending Sections 9.1030, 9.8030, 9.8865, and 9.9510 <br /> of the Eugene Code, 1971; adding Sections 9.3800 - 9.3823 to that code; <br /> adopting a severability clause; and providing an effective date. Roll call vote; <br /> the motion passed unanimously. <br /> <br />VII.ACTION: Appointments to Boards, Committees, and Commissions <br /> <br />Citizen Involvement Committee <br /> <br /> Councilor Pap~, seconded by Councilor Nathanson, moved to appoint Jack <br /> Combs to Position 5 on the Citizen Involvement Committee for a three-year <br /> term beginning November 1, 2002, and ending October 31, 2005.
