raised concern over the medical marijuana issue, pointing out there was a need to fix the medical <br />marijuana program for Iow-income people. <br /> <br />In response to a question from Councilor Kelly regarding whether the diversion program would be <br />ready if the ordinance was passed on January 27, Judge Allen said the program would be <br />available. <br /> <br />In response to a question from Councilor Pap~ regarding whether there would be any follow up <br />data on how the diversion program was impacting marijuana users or if there was an impact, <br />Judge Allen acknowledged that a one-day class was probably not enough to change the opinion <br />of most people, but added that it was better than nothing. He stressed the importance of making <br />whose decisions from an educated standpoint. <br /> <br />In response to a question from Councilor Meisner regarding whether a medical marijuana card <br />was required before the court even considered it as a defense, Judge Allen said it would be used <br />as a defense if a person was charged and had a hearing. He added that he would not fine <br />someone who presented a letter from their doctor. <br /> <br />Councilor Poling reiterated that the question was not one of pro or con use of marijuana but was <br />a question of making a diversion program available. He said if one person could benefit from a <br />diversion program by becoming free of alcohol or other drugs then it was worth it for the <br />community. <br /> <br />V.
