raised concern over the medical marijuana issue, pointing out there was a need to fix the medical marijuana program for Iow-income people. In response to a question from Councilor Kelly regarding whether the diversion program would be ready if the ordinance was passed on January 27, Judge Allen said the program would be available. In response to a question from Councilor Pap~ regarding whether there would be any follow up data on how the diversion program was impacting marijuana users or if there was an impact, Judge Allen acknowledged that a one-day class was probably not enough to change the opinion of most people, but added that it was better than nothing. He stressed the importance of making whose decisions from an educated standpoint. In response to a question from Councilor Meisner regarding whether a medical marijuana card was required before the court even considered it as a defense, Judge Allen said it would be used as a defense if a person was charged and had a hearing. He added that he would not fine someone who presented a letter from their doctor. Councilor Poling reiterated that the question was not one of pro or con use of marijuana but was a question of making a diversion program available. He said if one person could benefit from a diversion program by becoming free of alcohol or other drugs then it was worth it for the community. V. ACTION: Adoption of Resolution 4746 Naming the Ruth Bascom Riverbank Trail System Councilor Pap~, seconded by Councilor Nathanson, moved to adopt Resolution 4746 naming the Ruth Bascom Riverbank Trail System. Bicycle/Alternative Modes Coordinator Diane Bishop said Ruth Bascom had been active in City activities since the early 1970s and had always carried a vision of a community trail system. In response to a question from Councilor Pap~ regarding when the naming ceremony would be held, Ms. Bishop said it would be held at noon, at the north end of the Greenway Bridge, on Friday, January 31. Roll call vote; the motion passed unanimously.
