MINUTES – Eugene City Council July 11, 2018 Page 1 <br /> Work Session <br /> <br /> <br /> <br />M I N U T E S <br /> <br />Eugene City Council <br />Harris Hall, 125 East 8th Avenue <br />Eugene, Oregon 97401 <br /> <br />July 11, 2018 <br />12:00 p.m. <br /> <br />Councilors Present: Emily Semple, Betty Taylor, Alan Zelenka, Jennifer Yeh, Mike Clark, Greg Evans, Claire Syrett, Chris Pyror <br /> Mayor Vinis opened the July 11, 2018, Work Session of the Eugene City Council. City Manager Jon Ruiz introduced and welcomed Paula Hertwig-Hopkins, the interim Central Services Director. <br />1. WORK SESSION: Picture. Plan. Play. A Vision and Implementation Plan for Eugene’s Parks <br /> and Recreation System <br /> Parks and Open Space Planning Manager Carolyn Burke discussed the implementation of Eugene’s Parks and Recreation System Plan. Council Discussion <br />• The Parks and Recreation System Plan document is beautiful, readable and easy to understand. <br />• Staff should include Council in any future discussion of planning processes that may affect changes to SDC methodologies. Want to have budget conversations before the work is done to create a plan. <br />• The community engagement process has been done well and effectively, creating best practices for community engagement. <br />• The City has made significant investment in parks infrastructure, and there is an obligation to take care of and maintain what we already have. <br />• Suggestion made to add links to the maps in order to be able to zoom in. <br />• New parking is part of the plan. Would like to look into permeable surfaces for parking with CRO goals in mind. <br />• A significant playground downtown would be beneficial. Also, have more off-leash dog facilities, more restrooms, and more benches. <br />• Parks and Open Space should continue to do outreach regarding changes and updates. <br />• Information requested about the total cost of entire “wish list” and how priorities were identified. <br />• Questions asked about how CIP and CRO goals are all related in implementing the parks plan. <br />• Concerned that community centers are not as open and welcoming as they used to be. <br />• Information requested about how the City is addressing the gender and equity issues in the parks plan, including having facilities for girls and women, such as softball fields. <br /> <br />2. WORK SESSION: City Council Retreat Update Policy Analyst Jason Dedrick gave an update about the City Council retreat sessions that were held in February. He discussed what went well in 2017, areas of focus for the coming months, and identified three areas of focus.
