Barnes <br />Eastmark Capital Group <br />This request for annexation meets all the approval criteria as outlined in Section 9.7825 Annexation - <br />Approval Criteria and as further detailed below. <br />9.7825 Criteria (1) <br />1) The land proposed to be annexed is within the city's urban growth boundary and is: <br />a) Contiguous to the city limits; or <br />b) Separated from the city only by a public right of way or a stream, bay, lake or other body of water <br />APPLICANT RESPONSE: Confirmed. The proposed land for annexation satisfies Criteria (1) as it <br />is within the city's Urban Growth Boundary and contiguous to the city limits. Further the land is <br />bordered on 3 sides by City of Eugene incorporated land. <br />9.7825 Criteria (2) <br />2) The proposed annexation is consistent with applicable policies <br />in the Metro Plan and in any <br />applicable refinement plans. <br />APPLICANT RESPONSE. Confirmed. The proposed annexation satisfies Criteria (2) and is <br />consistent with the following Policies as outlined in 11-C-4 of the Metro Plan. <br />Policy 1: "The UGB ....shall continue to be implemented as an essential means to achieve compact <br />urban growth." <br />APPLICANT RESPONSE: The proposed annexation satisfies Policy 1 as it supports compact <br />urban <br />growth. The subject site is surrounded on three sides by multi family residential with an <br />underlying zoning for the site per the Envision Eugene Metro Plan Designation Map as High <br />Density Residential (HDR). The existing sites include one single family home on 1.55 acres, and 1 <br />single family home on 0.88 acres, annexation will allow the applicant to develop a plan to <br />increase density on the site in accordance with HDR zoning and the Envision Eugene Metro Plan. <br />Additionally, there is a Nodal Development (/ND) overlay designation for the subject property on <br />the Metro Plan and an applicable refinement plan - the Willakenzie Area Plan (WAP).
