Barnes Eastmark Capital Group This request for annexation meets all the approval criteria as outlined in Section 9.7825 Annexation - Approval Criteria and as further detailed below. 9.7825 Criteria (1) 1) The land proposed to be annexed is within the city's urban growth boundary and is: a) Contiguous to the city limits; or b) Separated from the city only by a public right of way or a stream, bay, lake or other body of water APPLICANT RESPONSE: Confirmed. The proposed land for annexation satisfies Criteria (1) as it is within the city's Urban Growth Boundary and contiguous to the city limits. Further the land is bordered on 3 sides by City of Eugene incorporated land. 9.7825 Criteria (2) 2) The proposed annexation is consistent with applicable policies in the Metro Plan and in any applicable refinement plans. APPLICANT RESPONSE. Confirmed. The proposed annexation satisfies Criteria (2) and is consistent with the following Policies as outlined in 11-C-4 of the Metro Plan. Policy 1: "The UGB ....shall continue to be implemented as an essential means to achieve compact urban growth." APPLICANT RESPONSE: The proposed annexation satisfies Policy 1 as it supports compact urban growth. The subject site is surrounded on three sides by multi family residential with an underlying zoning for the site per the Envision Eugene Metro Plan Designation Map as High Density Residential (HDR). The existing sites include one single family home on 1.55 acres, and 1 single family home on 0.88 acres, annexation will allow the applicant to develop a plan to increase density on the site in accordance with HDR zoning and the Envision Eugene Metro Plan. Additionally, there is a Nodal Development (/ND) overlay designation for the subject property on the Metro Plan and an applicable refinement plan - the Willakenzie Area Plan (WAP).
