Policy 8: "Land within the UGB may be converted from urbanizeable to urban only through annexation <br />to a city when it is found that: a. A minimum level of key urban facilities and services can be provided to <br />the area in an orderly and efficient manner." <br />APPLICANT RESPONSE. The proposed land for annexation satisfies Policy 8 as it is uniquely <br />positioned to capitalize on all required urban services and is surrounded on 3 sides by City of <br />Eugene land. The sites are currently served by EWEB for electricity. EWEB water is in the street <br />adjacent to the property on Kinsrow Avenue. City of Eugene wastewater lines are in Kinsrow <br />Avenue with a stub to the property. City of Eugene Stormwater lines are in Kinsrow Avenue. <br />Fire Hydrants are located on Kinsrow Avenue with sufficient water capacity to add additional <br />Fire Hydrants as required by the fire department. <br />Policy 10: "Annexation to the city through normal processes shall continue to be the highest priority." <br />APPLICANT RESPONSE. The proposed land for annexation satisfies Policy 10 as annexation of <br />these parcels would essentially be an administrative action with the application being submitted <br />pursuant to EC 9.7810(2) and therefore qualifying this application as "Annexation to the city <br />through normal processes" one of the highest priority as stated in Policy 10. <br />Policy 15: "Ultimately, land within the UGB shall be annexed to a city and provided with required <br />minimum level of urban facilities and services. While the timeframe for annexation may vary, <br />annexation should occur as land transitions from urbanizable to urban." <br />APPLICANT RESPONSE. The proposed land for annexation satisfies Policy 15 as it is currently in <br />the UGB and defined as urbanizable. The applicants request for annexation is being submitted <br />as the first step in a process of having the underlying zoning of HDR applied to the site. In <br />support of Policy 15 upon annexation applicant will apply for a zoning change to HDR and begin <br />the process to transition the land from urbanizable to urban. <br />9.7825 Criteria (3) <br />3) The proposed annexation will result in a boundary in which the minimum level of key urban <br />facilities and services, as defined in the Metro Plan, can be provided in an orderly, efficient and timely <br />manner. <br />APPLICANT RESPONSE. The proposed annexation satisfies Criteria (3), annexation will result in a <br />boundary in which key urban facilities and services absolutely can be provided in an orderly, <br />efficient and timely manner. The site is currently served by EWEB for electricity. EWEB water, <br />City of Eugene Wastewater, City of Eugene Stormwater are all in the street adjacent to the <br />property, Kinsrow Avenue. Kinsrow Avenue is classified as a major collector by the City of <br />Eugene providing efficient <br />access to the site as well as access to public transit from the site. <br />Police and Fire services are currently provided by the City of Eugene to all the incorporated land <br />in the immediate vicinity of the subject property and no extension of service will be required to <br />provide the same to the subject sites. <br />Written Statement for Annexation Page 2 <br />1 & 2 Chevy Chase Lane, Eugene, OR September 10, 2018, Meeting - Item 2D
