Councilor Meisner said all the grants had merit but suggested that the grants <br />committee keep track of grants and strive for a more equitable geographic distribution. He said <br />his concerns would not prevent him from voting for the recommended grants. <br /> <br />Councilor Nathanson distributed a list of matching grants by ward from 2000 to date. <br /> <br /> Roll call vote; Item D passed unanimously. <br /> <br />III.ACTION: Resolution 4759 Establishing and Declaring the City of Eugene's Compliance <br /> with ORS 453.370(4) and ORS 453.370(7), Concerning Limitation on Local Community <br /> Right to Know Regulatory Programs. <br /> <br /> Councilor Pap~, seconded by Councilor Nathanson, moved to adopt <br /> Resolution 4759 establishing and declaring the City of Eugene's compliance <br /> with ORS 453.370(4) and ORS 453.370(7), concerning limitation on local <br /> community right to know regulatory programs. <br /> <br /> Roll call vote; the motion passed unanimously. <br /> <br />IV. PUBLIC HEARING AND ACTION: <br /> Resolution 4761: Adopting the Budget, Making Appropriations, Determining, Levying <br /> and Categorizing the Annual Ad Valorem Property Tax Levy for the City of Eugene for <br /> the Fiscal Year Beginning July 1, 2003 and Ending June 30, 2004; <br /> Resolution 4763: Electing to Receive State Revenue Sharing Funds Pursuant to <br /> Section 221.770 of Oregon Revised Statutes; and <br /> Resolution 4764: Certifying that the City of Eugene Provides the Municipal Services <br /> Required by Oregon Revised Statutes Section 221.760 <br /> <br />Jim Carlson noted that the packet in front of the council had been approved by the Eugene Budget <br />Committee. He said there were minor changes in the Library Recreation and Cultural Services <br />funding and said a small amendment would need to be made to recognize increases in revenue <br />and expenditures. <br /> <br />Mayor Torrey opened the public hearing. <br /> <br />Roxie Cuellar, Home Builders Association of Lane County, raised concern over cutting $70,000 <br />from the Permit and Information Center. She noted that the City formed a committee in 1992, to <br />look at how the PIC should be funded. She said that the committee, after 1750 hours of staff <br />time, recommended a split of 80/20 with permit fees providing 80 percent of the funding. She said <br />there was a public benefit to operating the PIC and that many people who used the PIC did not <br />get permits but were only looking for information.
