Mr. Carlson said there was not enough money left in the matching grants program to fully restore <br />the entire amount of funding and noted that the amendment would eliminate all General Fund <br />matching grants. <br /> <br />Councilor Pap~ expressed his preference for a supplemental budget process. <br /> <br />Councilor Nathanson said she would not support the amendment to the amendment. She said <br />there needed to be an alternative since so many hard cuts had already been made. <br /> <br />Councilor Kelly urged taking action that evening rather than using the supplemental budget. He <br />acknowledged that there was not enough funding in the matching grants program and suggested <br />using the remaining amount with the balance to come from Reserve for Revenue Shortfall. <br /> <br /> The amendment to the amendment passed, 6:2; councilors Solomon and <br /> Nathanson voting in opposition. <br /> <br />Councilor Kelly said the amended amendment was to use whatever funding was left from the <br />neighborhood matching grants program on an ongoing basis and eliminate the General Fund <br />portion of that program. <br /> <br />Councilor Nathanson said she would vote for the amended amendment. <br /> <br />In response to a question from Councilor Nathanson regarding whether the amendment would <br />affect the need to reexamine the general City public information program, City Manager Taylor <br />said all programs would be examined in the upcoming year, including the public information <br />program. <br /> <br />Councilor Nathanson stressed that there were more budget cuts coming in the next years. She <br />said she regretted the loss of funding for neighborhood projects. <br /> <br />In response to a question from Councilor Taylor regarding the nature of the amended amendment <br />and whether the balance could be taken from the Reserve for Revenue Shortfall, Councilor Kelly <br />said the motion was limited to restoring the amount of funding that could be taken from the <br />neighborhood matching grant General Fund budget. <br /> <br />City Manager Taylor suggested that a definite amount be stated and suggested a figure of <br />$32,000. <br /> <br />Councilor Kelly, and his seconder, accepted that funding limit for his amendment. <br /> <br />Councilor Solomon clarified that the previously approved neighborhood grants would still receive <br />their funding. <br /> <br />Councilor Pap~ stressed the importance of getting information circulated in neighborhoods to <br />promote participation in projects. <br /> Roll call vote; the amended amendment passed unanimously. <br /> <br /> Councilor Solomon, seconded by Councilor Pap~, moved to amend the <br /> budget to restore $70,000 in ongoing General Fund budgetary authority to the <br /> <br /> MINUTES Eugene City Council June 23, 2003 Page 6 <br /> Regular Meeting <br /> <br /> <br />
