Judgment: That Officer A displayed poor judgment when he placed a loaded <br />firearm in a woman’s lap, when they were involved in a heated verbal argument at the <br />time and he knew her to be intoxicated. <br /> <br />2. Unbecoming Conduct: That Officer A took a series of actions that directly <br />contributed to a 911 call, which resulted in law enforcement agencies responding to <br />the scene, conducting a high-risk traffic stop, detaining Officer A in handcuffs, seizing <br />his firearm, and administering field sobriety tests; and that these actions reflected <br />negatively upon him as a Eugene police officer, as well as the department. <br /> <br />3. Integrity: That Officer A failed to scrupulously avoid conduct that may <br />compromise his integrity when he advanced a relationship with a woman after she <br />had attempted to purchase an illegal controlled substance. <br /> <br />4. Associations: That Officer A failed to avoid association with a person he <br />should have known “may have a reputation as a criminal” when he attempted to <br />advance a relationship with a woman after she attempted to purchase an illegal <br />controlled substance. <br /> <br />Recommended Adjudications: <br />1. One member noted that the young inexperienced officer conducted himself <br />with clear and apparent integrity throughout the investigation, leading him to believe the <br />department had not given up on the officer.
