19 <br /> <br /> <br />• The assigned supervisor reviewed the dispatch records and related reports. He <br />found that there had been a 911 call from a woman who lived in the apartment next to <br />RP’s; she had complained that there was an ongoing and active dispute in that <br />apartment. <br />• Upon their arrival, officers noted a significant amount of blood in the entryway. <br />Repeated knocks and announcements were not answered. Officers then entered the <br />residence. <br />• The supervisor made several attempts to contact the RP but was unsuccessful. <br /> <br />• Classification: Policy Complaint <br /> <br />Issues for the CRB: <br /> <br />Most members could see the clear example of the Community Caretaking Act being used <br />effectively. One member would have liked to see the officer investigate further to ensure <br />the woman was safe, even though she denied any physical altercation. <br /> <br />Complaint 5: <br /> <br />RP called the Auditor’s Office to complain about how he was treated during a call to <br />his home. He stated that they laughed at him when he had a seizure and were <br />confrontational with him. <br /> <br />• The assigned supervisor reviewed in-car video and found that officers had not <br />acted in the way described and had not violated policy. <br />• The supervisor made several attempts to contact the reporting party but <br />was unsuccessful. <br /> <br />• Classification: Inquiry <br /> <br />Issues for the CRB: <br /> <br />Members commented on the value of In-Car-Video in this case as the supervisor was able <br />to see that the officer’s actions were not as described by RP. Another member noted the <br />mental health aspect of the situation and how the RP did not realize what officers and <br />medics had done to help him. <br /> <br />E. June Case Review <br /> <br />RP called 911 and complained that someone was remaining on her property after <br />she had asked him to leave. The call-taker stayed on the line until the person had <br />reportedly left. RP stated that she would call back if he returned. <br /> <br />September 24, 2018, Work Session – Item 2
