18  <br />  <br />RP contacted the Auditor’s Office to complain about how Officer A handled a <br />situation related to ownership of a macaw. <br /> <br />• RP received the bird from friends when they became unable to care for the bird. At <br />some point after that, the friends wanted the bird back and called EPD to report that <br />RP had stolen the bird. Officer A contacted RP and told her to return the bird. <br /> <br />• Supervisor A contacted RP and discussed ownership of the bird and attempted to <br />explain that the matter was civil. The supervisor advised the employee that RP also <br />complained that he had not returned calls. <br /> <br />• Classification: Service Complaint/Performance <br /> <br />Issues for the CRB: <br /> <br />One member questioned why the officer had gotten involved and called RP to return the <br />bird in what was clearly a civil issue. Another member commented that this was the type of <br />situation officers had to deal with daily, one in which one party may not end up happy. <br /> <br />Complaint 3: <br /> <br />RP called the Auditor’s Office to complain about how officers handled a dispute between <br />her and her daughter. <br /> <br />• The assigned supervisor spoke with the involved employees and the RP. He found <br />that the officers had not found sufficient evidence to support probable cause for an <br />arrest and had instead remained at the location while the daughter moved her things <br />in an attempt to keep matters peaceful. <br />• The supervisor explained the officers’ actions to RP to her, there <br />was a better understanding. The complaint was closed. <br /> <br />• Classification: Service Complaint/Performance <br /> <br />Issues for the CRB: <br /> <br />One member questioned whether this case was one in which a mandatory arrest needed to <br />have been made due to the potential for domestic abuse. It was noted that due to no <br />evidence of injury one was not required. Another member appreciated the Supervisor <br />reviewing the complaint and taking the extra step of reviewing In-Car-Video. <br /> <br />Complaint 4: <br /> <br />RP called the Auditor’s Office to inquire as to why officers had entered his <br />residence the night before. <br />September 24, 2018, Work Session – Item 2
