September 24, 2018, Work Session – Item 3
eliminate confusion with the short segment of Suzanne Way as it merges with Tennyson Avenue, will improve emergency response, and will provide better visibility for pedestrians, bicyclists and motorists accessing Tennyson Avenue.
City Council Process The September 10, 2018 City Council public hearing was conducted consistent with quasi-judicial procedures in State law and as set forth in EC 9.7065 through EC 9.7095. The record was closed immediately following the public hearing. At the public hearing, Teresa Bishow, on behalf of the applicant, testified in favor of the proposed street name change, and no other testimony was received. The applicant provided written testimony in support of the street name change from the Northeast Neighbors prior to the public hearing. No opposition to the street name change has been received. All written testimony is included in the application file, a copy of which is contained in a binder that has been placed in the Council Office for reference. Staff recommends City Council conclude that approval of the street name change is found to be in the best interest of the City, consistent with the approval criteria. Detailed findings to support these conclusions are provided within the ordinance, included as Attachment B. An alternative draft resolution that denies the street name change, is included as Attachment C. The Map of Street Name Change presented to City Council on September 10, 2018, has been revised to remove an incorrect street label. The corrected map is included as Attachment A of this Agenda Item Summary and as Exhibit C of the Resolution.
RELATED CITY POLICIES The approval criteria for this street name change (the full text is included above) is located at EC 9.8485, which requires the council to find that approval of a street name change is in the best interest of the City.

COUNCIL OPTIONS The City Council may: 1. Approve the street name change and adopt the ordinance as attached. 2. Approve the street name change with conditions. 3. Deny the street name change application by adopting the attached resolution.

CITY MANAGER’S RECOMMENDATION The City Manager recommends that the City Council approve the street name change and adopt the ordinance provided in Attachment B.
