MOTION AND VOTE: Councilor Clark, seconded by Councilor Taylor, moved to appoint Heron J. Brae to the Whilamut Natural Area Citizen Planning Committee for a three-year term beginning July 9, 2018, and ending June 30, 2021. Motion from Councilor Taylor Related to City Auditor Ballot Measure MOTION: Councilor Taylor, seconded by Councilor Semple, moved to direct the City Manager to prepare for Council a resolution referring this amended version of the Citizens' initiative petition, formally BM 20-283, to the November ballot. Council Discussion • The citizen's committee did a lot of research and signature gathering and the objections to the original measure have been addressed in the proposed measure. • The value of having an auditor is not worth the money spent to do it. • The majority of voters voted against having an auditor on the May ballot. • Important to focus on the updates made to the measure, some are improvements and some are concerning. • Give the public a chance to vote on whether they want this new measure or not. • Concerned that having an auditor would be a net cost to the city; that there was not enough public input on this proposed motion, and that there would be a lack of checks and balances if the proposed auditor's office was created. • Council rushed to put alternative measure on the ballot in May. It would be prudent to add this measure to the ballot and let the voters decide. • The measure would fail if put on the November ballot. Consider proposing a similar measure for the November 2020 election when there will be a larger voter turnout and more input and involvement can be solicited. • Appreciate all of the citizens who have worked on this topic. VOTE: FAILED 6:2, Councilors Semple and Taylor and Semple in favor. 6. ACTION: An Ordinance Concerning Autzen Stadium and Amending Section 4.190 of the Eugene Code, 1971. City Manager Jon Ruiz introduced the action item, an ordinance that would extend the hours of alcohol consumption to six hours before football game kick-off to align with its proposed expansion of parking hours. MOTION: Councilor Clark, seconded by Councilor Taylor, moved to adopt Council Bill 5191, an ordinance concerning Autzen Stadium and amending Section 4.190 of the Eugene Code.
