Motion from Councilor Taylor Related to City Auditor Ballot Measure <br />MOTION: Councilor Taylor, seconded by Councilor Semple, moved to direct the City <br />Manager to prepare for Council a resolution referring this amended version of the <br />Citizens' initiative petition, formally BM 20-283, to the November ballot. <br />Council Discussion <br />• The citizen's committee did a lot of research and signature gathering and the objections to <br />the original measure have been addressed in the proposed measure. <br />• The value of having an auditor is not worth the money spent to do it. <br />• The majority of voters voted against having an auditor on the May ballot. <br />• Important to focus on the updates made to the measure, some are improvements and some <br />are concerning. <br />• Give the public a chance to vote on whether they want this new measure or not. <br />• Concerned that having an auditor would be a net cost to the city; that there was not enough <br />public input on this proposed motion, and that there would be a lack of checks and balances <br />if the proposed auditor's office was created. <br />• Council rushed to put alternative measure on the ballot in May. It would be prudent to add <br />this measure to the ballot and let the voters decide. <br />• The measure would fail if put on the November ballot. Consider proposing a similar <br />measure for the November 2020 election when there will be a larger voter turnout and <br />more input and involvement can be solicited. <br />• Appreciate all of the citizens who have worked on this topic. <br />VOTE: FAILED 6:2, Councilors Semple and Taylor and Semple in favor. <br />6. ACTION: An Ordinance Concerning Autzen Stadium and Amending Section 4.190 of the <br />Eugene Code, 1971. <br />City Manager Jon Ruiz introduced the action item, an ordinance that would extend the hours of <br />alcohol consumption to six hours before football game kick-off to align with its proposed <br />expansion of parking hours. <br />MOTION: Councilor Clark, seconded by Councilor Taylor, moved to adopt Council Bill <br />5191, an ordinance concerning Autzen Stadium and amending Section 4.190 of the <br />Eugene Code. <br />MINUTES — Eugene City Council Meeting July 9, 2018 Page 4 <br />
