<br />ADMINISTRATIVE ORDER NO. 53-08-03 <br />of the <br />City Manager of the City of Eugene <br /> <br />CREATION OF THE "CAMPUS DISTRICT" FOR PURPOSES OF <br />DIFFERENTIATING ON-STREET AND OFF-STREET PARKING FEES. <br /> <br />The City Manager of the City of Eugene finds as follows: <br /> <br />A. Sections 5.040(1)(d), 5.040(1)(p), 5.040(1)(h)(5), 5.285(5) and 5.335(2) of the <br />Eugene Code, 1971 authorizes the City Manager to establish parking zones, parking areas, time <br />limitations, forms of permissible parking and parking fees. <br /> <br />B. The City of Eugene has over 1,650 on-street parking spaces that are regulated with a <br />single space parking meter. Currently, the system-wide daily (metered and daily garage parking) <br />parking rate is $0.75 per hour, which was last increased by a dime in 1999 from $0.65 per hour. <br /> <br />C. It would be more efficient and equitable to the public to divide the overall parking <br />system by creating a "Campus District" in order to establish different parking fees for that area than <br />that of areas outside of the Campus District (called the Municipal Parking District). An alternate fee <br />structure for the Campus District is necessary due to the loss of surface parking lots resulting from <br />construction of a baseball stadium and the proposed basketball arena. In addition, the University of <br />Oregon is showing record student enrollment. The Campus District is bounded by Ferry Street on <br />the west, 24th Avenue on the south, Broadway Avenue to Franklin Boulevard to Millrace Drive to <br />Garden Avenue on the north, and Fairmount to Columbia Street on the east, as shown on the Campus <br />District boundary map attached as Exhibit A. The Campus District shall include parking on both <br />sides of the streets, including off-street parking lots, which make up the boundary streets of the <br />district. <br /> <br />D. After considering the applicable criteria of Sections 5.055(n), 5.285(7), and 5.335(2) <br />of the Eugene Code, 1971, I find that creation of a Campus District is necessary to enable greater <br />flexibility for setting on-street and off-street parking rates within the City to take account of the <br />different parking needs of the campus area in comparison to the rest of the city. In addition this <br />administrative action will ensure compliance with the Council's adopted transportation and <br />economic development goals, to meet the demand for public parking, and enable the City to meet its <br />financial obligations for the management of the parking facilities. <br />
