ECONOMIC DEVELOPMENT <br />enhance the prosperity of the greater area, with further analysis provided in <br />the Employment Land Supply Study (Appendix B). <br />This chapter lays out goals and policies to guide City efforts to enhance <br />prosperity for households, businesses, and the broader community. The City <br />of Eugene supports economic opportunity through an array of activities. <br />Zoning and the land use code affect the geographic distribution and the <br />built environment that supports economic activities, while incentives and <br />other forms of programmatic support enable projects that otherwise might <br />not happen. All seven pillars of Envision Eugene are balanced in the <br />development of the policies of this comprehensive plan, though some pillars <br />may be more topical than others for any given chapter. <br />The City of Eugene's goals for economic development are: <br />1. Household Prosperity <br />Broaden and diversify the Eugene economy so all residents have ample <br />employment opportunities with increased average income, improving <br />individual and household quality of life. <br />2.
