This is the 3ra City Manager since I have served in office and I think access to accurate and <br />comprehensive information is, presently, at an all time low. Sometimes I wonder if Dennis is just <br />failing to inform me, or all of us, or if he is even in the loop. I recently asked him if the <br />Fairgrounds is being considered as a back-up site for the EWEB site and he reassured me that it <br />was most definitely not. It was only a matter of days before it was front page news. <br /> <br />6. What CMO staff does; providing packet material, office supplies, conference registration, <br />they do in a timely manner. I have repeatedly expressed to the manager the not-so-subtle <br />appearance of political and personal affiliations in the office. I have also asked on numerous <br />occasions,.both publicly and privately, for a description of the support any councilor can expect <br />from the CMO, the response has been to ignore the request. I have no idea what support other <br />councilor's are provided, or what I should expect. <br /> <br />7. Manager and Mayor collaborate on this, and generally work sessions can be scheduled within <br />reason. <br /> <br />8. The Manager's oral communication is at times tailored to persuade rather than inform. I <br />appreciate the Manager's expertise, but he and his staff frequently lobby the Council for their <br />preferred agenda. I frequently have to repeat and rephrase questions, using up my limit of 3 <br />minutes, in order to get a definitive answer or relevant information. <br /> <br />9. Dennis seems more than willing to converse on any constructive criticism directed at him. <br /> <br />9. I do not think the manager is receptive to constructive criticism. I think Dennis perceives any <br />criticism, and even disagreement on issues, as a lapse in loyalty. His management philosophy of <br />"One city, one voice" is indicative of a management style which does not appreciate dissent. <br /> <br />10. Follow up is a defining weakness in this administration. We should not have to read over <br />previous, work or decisions, for accuracy and completeness; but we do. I so appreciate Councilor <br />Kelly's thoroughness and eye for detail because he frequently recognizes mistakes and omissions <br />that would otherwise be encoded. Often I ask a specific question and receive a general summary <br />in non-response, after waiting weeks. I then have to reinforce the original request and wait more <br />weeks for the information. Many questions just go unanswered. We end up having to track and <br />repeat requests which is additional, unnecessary, busy work. I have been told by three staff <br />members, on different occasions, that they are prohibited from talking to me. Dennis requires us <br />to make all requests for information through him; I cannot call up a staff person in PDD to ask a <br />question, even though community members and special interests have that ability. <br /> <br /> 10.
