There has been one instance after another where departments have reached impasses with <br />community groups and the result is large groups of disgruntled people showing up at public <br />forums and hearings or e-mailing. While I welcome any participation and feedback from the <br />public, it seems that the Manager has room for improvement in this area. Some examples are <br />Monroe and Scobert Park, Save our Streets, Willamette Conversion, Faith Center Expansion, <br />River Avenue, McDougal Land swap and Urban Growth Boundary expansion, Nodal <br />Development, Nectar Dillard, etc. <br /> <br />6. The police do not seem to respond to citizen complaints - there is a perception that <br />information which would help to solve a crime is ignored. People tell me that they fear the <br />police. Is the fear justified? I don't know. A big problem is the non-emergency telephone line - <br />where numerous people have been met with rude responses. <br /> <br /> 7. I'm very impressed by the ongoing operations in Public Works. My reason for the lower <br /> rating is an ongoing problem of positive community/neighborhood relations around proposed <br /> projects, especially street projects. <br /> <br /> Additional Comments: <br /> <br /> I appreciate how well all the Departments work together. The Fiscal responsibility is very <br /> evident. They all have goals and missions that aligned with the City overall goals. <br /> <br /> I believe Dennis's success here is due to his commitment to team building & leadership. <br /> <br /> We have some significant risk issues, re. public safety, and putting in place a program that really <br /> reduces our risk and ensures community needs are really met. The department reorganization <br /> and external Review Board and independent auditor are key. <br /> <br /> Dennis has demonstrated the ability to guide each department effectively, making changes when <br /> necessary to meet the needs of the community and address Council's directions, some of which <br /> change dramatically with no to little notice. <br /> <br /> 15 <br /> <br /> <br />
