Public relations

Patience

Resilience

· In what areas do you believe the Manager should improve his performance or
skills?

Allow increased two-way communication between staff and the Council.

Keep the Council informed about key issues before we learn/hear it from the
media.

I've stated plenty throughout the evaluation re. this question.

When decisions are made that change the directions to city staff and
organizational goals Dennis's reactions are very apparent. Especially if he is not
in support of the motion.

Circling back. I've sent a few requests that in turn get forwarded to the
appropriate department, but I never hear back about the resolution of or response
to the issue/constituent.

Don't know yet. My rankings reflect lack of my knowledge not a lack of
confidence in the Manager.

Dennis, at times, becomes too defensive or loyal' to staffs' recommendation or
Position on an issue when the Council, community or neighborhood wants to
move in a different sometimes opposite direction. Examples include the River
Avenue improvement project, trade of the ½ block south of City Hall to the Shed.

Strengthen his position by strengthening his Councils' leadership and advisory
capacity.

Get out in front of controversies

Manage public relations

I would like to see the City Manager establish his own authority over the
organization. Until his leadership it is obvious it will be difficult to assess any
progress. He appears to me to be more accountable to the Management Team
than to the Council or the public. It seems as though Dennis is captain of a ship
that is on auto pilot. The course was set long ago and he just follows the course

21
