Last November, the City Council adopted new rental housing standards which establish
minimal habitability standards for structural integrity, plumbing, heating and weatherproofing for
rental housing in Eugene. The housing standard code is effective on July 1, 2005, and will
provide a local enforcement tool for some of the standards in the Oregon Residential Landlord
and Tennant Act.

Partnerships with the Bureau of Land Management helped us restored 70 acres of West Eugene
Wetlands, complete the Dragon Bend Stream Project, and begin the enhancement of 28 acres of
riparian improvements and the creation of new pedestrian trails around Delta Ponds.

For a year of transition, we have accomplished a lot of good work. Thanks to the council for
showing the way and getting us the resources to focus on these worthy community projects. I am
confident that the eight council-adopted strategic priority issues and related action plans, when
fully implemented, will lead to similar achievements in the coming years. I am excited about the
prospects.

5
