3. What steps can be taken to improve the City Manager's performance?

There was an element of leadership that I found laudable in other public organizations
and Mike Gleason I think was the last one I noticed doing this, although I was not in a
position to know how consistent he was. It has to do with employee retirement
recognition (excuse me if Dennis is already doing something in this regard).

Employee retirements mark an important transitional period within an organization --- the
importance rises to a level where I have seen the impacts of even a short missive from the
City Manager on City letterhead and, if schedules permit, a drop-in to the workplace
either before the person retires or even at the retirement event (sometimes a small office
lunch or cake event). It would seem easy enough for HRRS to inform Dawna Miller of
an upcoming scheduled retirement (say within 6 months) so that she could call the staff's
supervisor and obtain enough information for a short letter of thanks or, if schedules
permit, a drop-in at a retirement event.

I think the City Manager's presence or letter of thanks reflects value within the retirement
process and communicates that message of value and appreciation to co-workers who
will likely ultimately learn of the City Managers letter or drop-in. Whether staff are in a
position like myself who sees Dennis often enough for him to easily recall my name and
projects, or are shift workers who might never or rarely actually meet him ..... recognition
from the City Manager can make a positive impact.

Thanks for the opportunity to comment.

Employee 3:

1. In what areas does the City Manager's performance meet your expectations?

From my "divisional" perspective, he seems to be well informed on the various issues
(i.e., service issues, financial issues) in the operating departments.

2. In what areas does the City Manager's performance exceed your expectations?

I have very much appreciated his frequent emails to all employees discussing current City
items; he has provided the best "direct" and timely communication to employees I have
seen from a City Manager in the 15+ years I've worked at the City of Eugene. It was
great to have him not only attend one of Cultural Services management team meetings,
but then also meeting with our managers one-on-one to hear more specifics of the job
they perform. He sent such a great "message" to all our employees when he actually
rolled up his sleeves and worked one of our event's load-ins -folks felt his genuine
interest in the work we do and felt supported by him.

3. What steps can be taken to improve the City Manager's performance?

Nothing I can think of at this time.

City Manager Evaluation 2 July 2005
Employee Comments
