Employee 7:

1. In what areas does the City Manager's performance meet your expectations?

He's publicly gracious, usually well-spoken, and appears to be competent and having
integrity.

3. What steps can be taken to improve the City Manager's performance?

Police Department needs an outside investigation and on-going review committee.
Taylor's recommendation to bypass that process severely hurt the recovery of trust in this
community. We need a manager who recognizes the damage that these several instances
have done to the Police Department reputation and one who will recommend appropriate,
objective action to the council. I'm very disappointed and see this action as proof of the
City's commitment to racism and sexism, despite all pious claims to be strong in
diversity and tolerance.

Another valuable change would be more present at various work sites, and an attempt to
listen to and value opinions and feedback from all levels, not just management. This is
espoused, but I don't see evidence of it.

Employee 8:

I feel I do not have enough specific examples, or opinions to fit the three questions of the
evaluation. I was initially put off by the format of the evaluation, and was not planning
to send feedback at this time. After a second thought, I decided to go off format and send
general impressions. My hope is that by sending this, I will have taken advantage of
participation in a process that I believe strongly in. ! hope my comments prove useful.

I am a city employee. I am a regular full time staff member represented by AFCSME.
I have limited expectations of a City Manager's performance; this is based on my limited
knowledge of what a City Manager's responsibilities are and exactly how they fit into the
larger city government. As far as Dennis Taylor is specifically concerned, his
contribution to the city has not been, in my opinion, remarkable enough to spark my
curiosity or improve my level of knowledge of his position.

Unfortunately the two experiences that stand out in my awareness are one, the biased,
questionable, and completely nauseating citywide emails Mr. Taylor sends on a semi-
regular basis. And two, the divisive stance Mr. Taylor took during AFSCME's recent
contract negotiations.

Ultimately I know little of the City Manager. What I do know is of negative connotation.
Where does that fit into the three questions? I'm not sure. I do know it is an opinion
worth voicing, nonetheless.

City Manager Evaluation 5 July 2005
Employee Comments
