3. What steps can be taken to improve the City Manager's performance?

Of course, many things about the Police abuse lawsuits must be confidential, but it would
be good to see/hear City Manager office actions to prevent future messes like this.

Thank you for asking.

Employee 13:

1. In what areas does the City Manager's performance meet your expectations?

Dennis Taylor meets my expectations for a City Manager. He appears to be an excellent
representative for the City and is an inspiring role model to employees. He is effective as
a manager, effective in his relationship with the Council, and builds positive rapport with
staff.

2. In what areas does the City ,,.Manager's performance exceed your expectations?
Dennis 'Taylor has exceeded my expectations in both his ability to move forward on
Council priorities, understand the issues, place appropriate information before the
Council, and convey his appreciation to staff for the behind-the-scenes effort it takes to
'accomplish the City's goals. His positive communications to staff and demonstration of
appreciation for the hard work provided by staff provides an excellent role model within
the organization. His approach inspires the best from the City's employees. This
characteristic can make a profound difference in a staff person's perspective. He works
hard, appears undaunted by setbacks and retains a positive outlook.

3. What steps can be taken to improve the City Manager's performance?

In recent City employee workshops, Dennis Taylor and Human Resource staff discussed
Council priorities as a reminder of all the success of the last year. The workshoPs also
focused on staff development and encouraged staff to look for growth opportunities in
their jobs or in other positions in the City. He emphasized the benefit to the organization
in retaining employees and allowing employees to develop new skills and continually
challenge themselves in their positions. This was a very encouraging gesture.

It is important to continue to convey the imPortance of this perspective to all levels of the
organization. It will also be important to provide assistance to staff by prioritizing
implementation of some of the intriguing mechanisms proposed to facilitate employee
growth and opportunity.

City Manager Evaluation 8 July 2005
Employee Comments
