Employee 15: <br /> <br />1. In what areas does the City Manager's performance meet your expectations? <br /> <br />Seems to oversee budget process effectively and communicates it with his staff. He <br />regularly demonstrates a commitment to the city organization and to the community in <br />his words and deeds. <br /> <br />2. In what areas does the City Manager's perfomaance exceed your expectations? <br /> <br />In one-on-one settings and with small group discussion, the City Manager can be <br />enthusiastic and supportive, showing capacity for inspirational leadership. He also has a <br />pretty calm approach to would-be crises, <br /> <br /> 3. What steps can be taken to improve the City Manager's performance? . <br /> <br /> City Council/staff relations still need attention and improvement. The City Manager has <br /> asked that communications generally go through him (both directions), and also appears <br /> to favor memoranda in response to Councilor requests for information - even when a <br /> verbal response at the time of the query might suffice. All of this seems to be motivated <br /> by wanting to ensure that the Mayor and members of the Council receive complete, <br /> accurate information at the same time. This process also serves to remind everyone that <br /> it is the City Manager who works for elected officials. Makes sense. But, one of the <br /> possibly unintended outcomes is that communication can seem bottlenecked. We (staff) <br /> can seem slow, non-responsive, ill-informed, out of the loop. <br /> <br /> Personnel issues are confidential and we don't always know what's going on. But, it has <br /> seemed that the City Manager has taken a passive approach to managing the performance <br /> of department heads. Would like to have confidence that the City Manager is providing <br /> firm direction to department heads that they exhibit the highest ethical standards and, in <br /> turn, that department heads are paying attention to the performance of individuals, teams <br /> and programs within their departments. <br /> <br /> Employee 16: <br /> <br /> The following response is anonymous from a City employee of nearly 10 years. <br /> <br /> 1. I believe Dennis Taylor is very diplomatic in <br /> dealing with issues regarding the City government. <br /> b.
