2. In what areas does the City Manager's performance exceed your expectations? <br /> <br />a. Does not exceed expectations. <br /> <br />3. What steps can be taken to improve the City Manager's performance? <br /> <br />a. I am an AFSCME member. I believe that while bargaining sessions were being <br />conducted last year and prior to voting on the contract, Dennis Taylor personally made <br />negotiations more difficult. He apPeared to be void of compassion for the plight of the <br />Union members and appeared to be trying to break the Union. ! believe he lost the <br />respect and support of a substantial number of dedicated, hardworking individuals. I <br />hope this experience was a learning experience for him and the process of future <br />negotiations will go more smoothly. I believe previous City Managers were more <br />concerned about the City and did a better job balancing the priorities of the Council, the <br />community and the staff. <br /> <br />Employee 17: <br /> <br /> 1. In what areas does the City Manager's performance meet your expectations? <br /> <br /> Dennis exhibits all of the following characteristics, which I would expect in an effective <br /> City Manager: <br /> <br /> - Ethical <br /> - Smart <br /> - Considerate and deeply appreciative of staff <br /> - Professional <br /> - Informed and open-minded <br /> - Energetic <br /> - Motivational <br /> - Responsive, both to internal and external issues <br /> <br /> These traits are not merely postures he assumes in given situations, but characteristics he <br /> possesses naturally, making him quite exceptional in toady's corporate and political <br /> environment. <br /> <br /> 2. In what areas does the City Manager's performance exceed your expectations? <br /> <br /> One of the best measures of a City Manager is the competence of his or her staff and their <br /> accomplishments. To evaluate Dennis, one can point to the financial stability of the City, <br /> accreditation of the Eugene Public Works Department by the American Public Works <br /> Association, numerous awards and recognitions of City programs and projects, <br /> comprehensive and innovative sustainability practices and policies, and a sincere <br /> commitment to organizational and personal culture competence, just to name a few <br /> examples.
