2. In what areas does the City Manager's performance exceed your expectations?

Dennis has continued to work on improving relationships and keeping open positive
communications with all members of the community in times when this is very difficult.
He with Chief Lehner have had a significant effect on the Police Department and its slow
turn around. There are a large number of big projects going on and he remains on top of
each of them.

3. What steps can be taken to improve the City Manager's performance

I realize that the Executive Management Team is new and also undergoing change, but I
think that for most employees what the group does and where they are headed is quite
unclear. Being close to Dennis I see the leadership of the organization. I think others
only see the Exec responding to issues; leading is not movement in response to stimulus.
I hope that the Exec Team will (sooner rather than later) be able to present a clear and
simple vision for the organization. I think the organization is finally feeling stable with a
great leader at the helm; lets take advantage of this and more the organization forward
too.

Division Manager 8:

1. In what areas does the City. Manager's performance meet your expectations?

Dennis is clearly an experienced, capable manager, who is able to use his extensive
background to evaluate and make decisions for our organization. He seems to be
knowledgeable and aware of what is happening locally and nationally. When he
discusses programs, policies, or issues, he displays a broad understanding and knowledge
of all aspects of City government and of administration.

He is clearly a dedicated, hard worker who gives more than a 100% to the community
and the organization. He understands the importance of being involved both internally
and externally. I see him often at both informal and formal community events. He also
is very visible in the organization due to his regular email communications, quarterly
employee meetings, and time in work places.

2. In what areas does the City Manager's performance exceed your expectations?

Dennis' values and ethics are his strongest attribute. It is very clear what is important to
him and what he expects from the organization. His communication with new employees
at new employee orientation is from the heart and sets a very positive tone. His
willingness to spend the time he does there really leaves a very positive impression on
employees. He communicates more with City employees on an ongoing basis than any
other Manager I've worked with at the City or the County.

City Manager Evaluation 4 July 2005
Division Manager Comments
