Division Manager 5:

Our office has very little day to day contact with the City Manager, but frequent contact
with the Assistant City Manager. Nevertheless I have the following observations that are
relevant to the Manager's performance. I am impressed with the City Manager's energy
in his dealings with the Council, and City Departments. He seems genuinely interested in
the broad range of topics he must address to a very diverse group of interest groups.

I appreciate his periodic communications with all City employees on the "big picture"
status of the City. We all get caught up with our day to day tasks, so it is helpful to have
someone let us know how those small tasks fit into the bigger picture, and what the City
priorities are on a large scale.

I feel that the Manager's performance meets my expectations, and I don't have any
suggestions for improvements. Hope this helps.

Division Manager 6:

Performance that exceeds expectations - Dennis has maintained a consistent leadership
presence in the organization since he came to work in April 2003. His values around
public service, professionalism, ethical decision-making and democracy are evident in his
direct interactions with me and in the interactions that I observe when he works with the
City Council or other staff. At times, Council direction can be at odds with staff's view
of appropriate direction. Dennis acknowledges the difference of opinion, and reminds
staff that our job is to execute the Council direction. Dennis manages his relationships
with the Council, Mayor and City Staff with honestly and what appears to be a level of
comfort which I find admirable.

Over the past year, there have been changes in the executive management of the City
with the departure of both the PDD Executive Director and the Finance and Court
Services Executive Director. Performance or "appropriate fit" issues for high-level
managers were not always addressed at the City before Dennis came on board. It makes
my job managing employees easier when the standard of acceptable performance is
expected of all employees including the highest level of management.

Division Manager 7:

1. In what areas does the City Manager's performance meet your expectations?

The City Manager takes an active interest in the operations of the City, that is to say he
understands that while his role is in policy development and externally focused issues, he
fully understands that it is the people who come to work every day and do the routine
work, and work gets the policy, vision and goal work done. He has a real connection to
employees as individuals. As a Division Manager, this level of support is not only
appreciated, but needed. Further, he is knowledgeable on any number of topics and this is
important.

City Manager Evaluation 3 July 2005
Division Manager Comments
