Most of department issues are not within our purview so it is hard to know how the Manager influences Department functioning. I am only aware of specific issues if they crop up in budgeting or otherwise. Therefore the rating is usually a 3 unless there is a specific identifiable problem significant enough to affect the overall rating. 1. For two years Council has endorsed locating a full service hospital in the city center as a Council Priority Goal. Because this is a unanimous action by council directing the manager to pursue the goal, he has the authority to do whatever is in the city's power to achieve the goal.
