I see this as a failure to use <br />appropriate available services, or department resources to be effective and meet the community <br />need. This issue could go just as easily under the category of Mayor and Council Support or <br />Council Goals and Service Delivery. The IGR staff failed to attend a priority one hearing in <br />Salem as a result the city was unrepresented. Staff from PDD/PW submitted two grant <br />applications without first seeking IGR committee approval, which is counter to policy. <br /> <br />2. There has been one instance after another where departments have reached impasses with <br />community groups and the' result is large groups of disgruntled people showing up at public <br />forums and hearings or e-mailing. While I welcome any participation and feedback from the <br />public, it seems that the manager has room for improvement in this area.
