Does the Manager ensure that City financial <br />] ] matters are clear and available to the public? <br /> <br />Comments including examples of past performance to support your appraisal <br />By the time the Council and Budget Committee completed the Budget Process <br />the Budget reflected Council priorities for the Community which focuses primarily on Public <br />Safety. I appreciate that the Manager's proposed budget fully funded our contribution to the <br />Human Services Commission and some other baseline services that we have had to defend in <br />past years. So all things considered the process had its positives and negatives. We tend to <br />budget conservatively and I am supportive of that approach. <br />The one financial criticism I would levy is that the Manager has a tendency to claim there is no <br />money for a council action he does not support but when staff wants to pursue something they <br />tend to find the money. One example is the request for an appraisal of the property involved in <br />the McDougal deal. The manager was adamant that the cost was prohibitive. A credible outside <br />source differed with that opinion, and ultimately the cost was a not a significant factor. <br /> <br /> 11 <br /> <br /> <br />
