Listedbelow arethecriteria from ECandthedocumentationofconsistencywith <br />thecriteria. <br />1)The landproposedtobeannexediswithinthecityÈsurban growthboundary and <br />is: <br />a)Contiguous tothecitylimits; or <br />b)Separatedfromthecity onlyby apublic right ofwayorastream, bay, lakeor <br />otherbodyofwater. <br />Asmallportion ofthe subjecttax lotislocated withintheCityÈs urbangrowthboundary <br />UGB), withalarger portionoftheareato theEast locatedoutsideoftheUGB. The <br />annexation only includes theareaofthesubjecttaxlot withintheUGB, while theland area <br />outside theUGBwillremain under thejurisdictionofLaneCounty. <br />Theareaof annexationiscontiguousto theCity limitsalong aportionof theNorth <br />propertylinewithanadjacent parcelthat iswithinthecity limits, consistent withsubsection <br />a) andtheWestpropertylineiscontiguous atSpring Boulevard andthe propertiesWestof <br />Springarewithinthecitylimits, consistent withsubsection (b). <br />2) Theproposed annexation isconsistentwithapplicablepoliciesintheMetro Plan <br />andinanyapplicablereÐnement plans. <br />Several policiesfrom theMetro Plan provide supportfor thisannexation byencouraging <br />compacturbangrowthtoachieve efÐcient use oflandand urbanservice provisions within <br />theUGB, including thefollowing policies from theGrowth Management section (in italic <br />text): <br />Policy 8. LandwithintheUGBmaybeconvertedfromurbanizable tourbanonlythrough annexation <br />toa citywhenitis found that: <br />a) Aminimumlevelofkey urbanfacilities andservices canbeprovided totheareainan <br />orderlyand efÐcientmanner. <br />b) Therewillbealogical areaandtimewithin whichtodeliverurbanservices andfacilities. <br />Conversionofurbanizable landtourban shallalsobeconsistent withtheMetroPlan. <br />page II-C-4).
