MINUTES – Eugene City Council Meeting October 22, 2018 Page 2 <br />Council Discussion <br />•Stop signs on East Amazon have been requested previously; makes sense to put them atEast Amazon and Potter to slow down traffic and make it safer. <br />•It was a mistake to ban smoking downtown. <br />•People need a place to sleep; consider looking at the field off of 7th Avenue, nearWashington-Jefferson Park. <br />•A much more robust public shelter is needed, but reject the notion that enforcing thecamping ban is criminalizing homelessness. <br />2.CONSENT CALENDARA. Approval of Tentative Working Agenda <br />MOTION AND VOTE: Councilor Clark, seconded by Councilor Taylor, moved to approve the items on the Consent Calendar. PASSED 8:0 <br />3.PUBLIC HEARING: An Ordinance Extending the Term of Ordinance No. 19775 and <br />Ordinance No. 20397 Granting to Comcast of Oregon II, Inc. a Franchise for Operation of a <br />Cable Telecommunications SystemCity Manager Jon Ruiz introduced the item.Mayor Vinis opened and closed the public hearing; no one signed up to testify. <br />4.ACTION: Appointment to Budget Committee <br />MOTION: Councilor Clark, seconded by Councilor Taylor, moved to appoint Alicia Voorhees to the Budget Committee for an unexpired term ending on June 30, 2020. <br />SUBSTITUTE MOTION: Councilor Syrett, seconded by Councilor Zelenka, moved to substitute Adam Rue for appointment to the Budget Committee. Council Discussion <br />•There was some confusion around the voting process which skewed the results. <br />•Mr. Rue has good experience and would bring a valuable budget perspective, particularlyrelated to the City’s efforts around climate recovery. <br />•Ms. Vorhees also has good experience and would represent a part of the community thathas been underrepresented in the past. <br />VOTE ON SUBSTITUTE MOTION: FAILED 4:5, councilors Evans, Yeh, Clark, and Pryor opposed, Mayor Vinis broke tie in opposition.
