Annexation Request <br />183 Ferndale Drive, Eugene, Oregon <br /> <br />This request is consistent with all applicable criteria in Section 9.7825 of the Eugene Code as <br />follows. <br /> (1) The land proposed to be annexed is within the city’s urban growth boundary. <br />The property at 183 Ferndale Drive is in the Santa Clara area of Eugene, just west of <br />River Road and north of Irving. According to the Eugene Planning and Development <br />website here: https://www.eugene-or.gov/2987/Adopting-Our-Urban-Growth- <br />Boundary, the property at 183 Ferndale Drive is within the urban growth boundary. <br /> <br />(1)(a) The land proposed to be annexed is contiguous to the city limits. <br />The entire southern border of the property is annexed to the City of Eugene, as is the <br />property next door, at 185 Ferndale Drive. Because the property at 183 Ferndale is <br />adjacent to these already-annexed lands, it is contiguous to the city limits. <br /> <br />(2) The proposed annexation is consistent with applicable policies in the Metro Plan and in any <br />applicable refinement plans. <br />We are actively improving the condition of this formerly vandalized, vacant property and will <br />use it for residential purposes. This meets the Metro Plan’s goals of promoting availability of <br />quality housing; using annexation, provision of adequate public facilities and services, rezoning, <br />redevelopment, and infill to meet the 20-year projected housing demand; and pursuing <br />strategies that encourage rehabilitation of existing housing and neighborhoods. <br />The proposed annexation is also consistent with the specific Metro Plan policies below. <br />Metro Plan Policy 8: Land within the UGB may be converted from urbanizable to urban <br />only through annexation to a city when it is found that: a. A minimum level of key urban <br />facilities and services can be provided to the area in an orderly and efficient manner. b. <br />There will be a logical area and time within which to deliver urba n services and facilities. <br />Conversion of urbanizable land to urban shall also be consistent with the Metro Plan. <br />(Page II-C-4) <br />How proposal meets policy: The property already has key urban facilities in place <br />including paved street access, electric service, water service, communications service, <br />wastewater system, fire and emergency services, and public parks.
