(Page II-C-4) <br />How proposal meets policy: This proposal satisfies the city’s growth management <br />objectives on multiple fronts. Annexing Santa Clara-area property inside the urban <br />growth boundary is a high priority for the city’s growth management efforts. In addition, <br />the property was uninhabitable before we bought it; annexing the rehabilitated <br />property will improve the quality of life in the area while helping to meet the city’s <br />housing goals. <br /> <br />Metro Plan Policy 15: Ultimately, land within the UGB shall be annexed to a city and <br />provided with the required minimum level of urban facilities and services. While the <br />time frame for annexation may vary, annexation should occur as land transitions from <br />urbanizable to urban. (Page II-C-5) <br />How proposal meets policy: The proposed annexation is in an area where more and <br />more properties are being annexed to the city, and th is proposal follows the city’s <br />desired progress toward transitioning the Santa Clara area to an urban one. <br /> <br />Metro Plan Policy 17: Eugene and Springfield and their respective utility branches, <br />Eugene Water & Electric Board (EWEB) and Springfield Utility Board (SUB), shall be the <br />water and electrical service providers within the UGB. (Page II-C-6) <br />How proposal meets policy: This property is already serviced by EWEB. <br /> <br />Metro Plan Policy 3 in the “River Road and Santa Clara Goals, Findings, Objectives, and <br />Policies” section: Annexation of the River Road and Santa Clara areas will occur only <br />through strict application of state laws and local policies (e.g., ability to extend key <br />urban facilities and services in a timely manner). In each case, Eugene will make every <br />reasonable attempt to provide for annexation only on a voluntary basis and according to <br />prior individual property annexation agreements. (Page II-F-4) <br />How proposal meets policy: This annexation request is voluntary and adjacent <br />properties have already been voluntarily annexed. The property at 183 Ferndale Drive is <br />located in the Santa Clara area, so it’s a good fit for the City of Eugene’s goal of <br />providing for annexation. <br /> <br />(3) The proposed annexation will result in a boundary in which the minimum level of key urban <br />facilities and services, as defined in the Metro Plan, can be provided in an orderly, efficient, and <br />timely manner. <br />The property at 183 Ferndale Drive has the following key urban facilities and services in place: <br />November 13, 2018, Meeting – Item 3C
