MEMORANDUM <br /> <br />DATE: June 20, 2005 <br /> <br />FROM: Mark Schoening, City Engineer <br /> <br />TO: Hearings Official <br /> <br />SUBJECT: LOCAL IMPROVEMENT DISTRICT FORMATION FOR PAVING, <br /> CONSTRUCTING CURBS, GUTTERS, SIDEWALKS, LANDSCAPE <br /> MEDIANS, STREET LIGHTS, STREET TREES, WASTEWATER AND <br /> STORM WATER DRAINAGE ON 3RD AND 4TH AVENUES BETWEEN <br /> PEARL STREET AND LINCOLN STREET, NORTH OF THE SOUTHERN <br /> PACIFIC RAILROAD AND SOUTH OF SKINNER BUTTE PARK (JOB #3827) <br /> <br />BACKGROUND <br /> <br />This project was identified in the FY04-FY09 Capital Improvement Program (CIP) adopted by the <br />Council on February 24, 2003 and pursuant to Section 7.160(5) of the Eugene, Code, 1971, a local <br />improvement district was initiated, and the North End Scoping Study was used as a guide for design and <br />connections between the train station and Skinners Butte and the Shelton-McMurphy House. <br /> <br />Irrevocable petitions for improvements have been filed for some of the properties adjacent to the <br />Connector. <br /> <br />Bids were opened on June 16, 2005, with Babb Construction Co. dba Delta Construction Co. as the <br />apparent low bidder. The property owners were notified of the pending Local Improvement District (LID) <br />hearing ten (10) days prior to the hearing as required by Municipal Code. The LID formation hearing on <br />June 20, 2005, is to review the bid information, confirm whether the LID should be formed and to identify <br />any special conditions that should be included in the resolution forming the LID. <br /> <br />CORRESPONDENCE <br /> <br />City staff has received three phone calls from property owners wanting to attend the hearing and no <br />written correspondence has been received as of noon, June 17, 2004. <br /> <br />PROJECT <br /> <br />The existing paving is a 20 foot wide oil mat in very poor condition with poor drainage. The <br />improvements will consist of a 32-foot wide road with two travel lanes, landscaped medians, bicycle <br />lanes, curb and gutter, sidewalks, street lights, street trees, traffic calming and wastewater and storm water <br />drainage systems. The improvements to 3rd and 4th Avenue will address the existing deteriorating surface, <br />and create safer traveling conditions for bicycles, pedestrians and vehicles.
