Planning Division staff is seeking City Council confirmation that the <br />current approach to implementation of this program is consistent with adopted policy. <br /> <br />BACKGROUND <br />The mixed use (nodal) development concept is at the heart of Eugene's transportation and growth <br />management strategies. Evidence of its prominence is reflected in the fact that the City Council has <br />discussed Mixed Use (Nodal) development more than 100 times over the past eight years in various <br />work sessions and public hearings related to the adoption of TransPlan, the Eugene Growth <br />Management Study, the Land Use Code Update, the Eugene Arterial and Collector Street Plan, the <br />Eugene Local Street Plan, Bus Rapid Transit and numerous other work items. <br /> <br />Since 1992, the Planning Commission and City Council have held joint annual meetings to review the <br />commission's work program and annual report. Mixed use development and mixed use neighborhoods <br />were discussed extensively in the November 2002, July 2003, and October 2004 joint work sessions. <br />Staff expects that the mixed use development program will also be included in the upcoming joint work <br />session scheduled for July 27, 2005. <br /> <br />In recent meetings with the council, it has been suggested that the program is out-of-synch with and does <br />not conform to adopted policies, particularly growth management policies. This work session will focus <br />on the Mixed Use Development program' s conformance, or lack thereof, with policies adopted by the <br />council. <br /> <br />RELATED CITY POLICIES <br />The adopted 2001 TransPlan and 1998 Eugene Growth Management Policies provide the policy basis <br />for mixed use (nodal) development. Eugene Growth Management Policy #10 states: "Encourage the <br />creation of transportation-efficient land use patterns and implementation of nodal development <br />concepts." Virtually all of the other adopted growth management policies, with the possible exception <br />of#16, #17, and #19, are directly related to implementation of the mixed use development program. <br />TransPlan Land Use Policies 1 through 5 also support implementation of the mixed use (nodal) <br />development concept in the Eugene-Springfield metropolitan area. <br /> <br /> L:\CMO\2005 Council Agendas\M050720\S050720C.doc <br /> <br /> <br />
