In the last decade, <br />most Eugene residents have experienced the effects <br />of growth and change in their daily lives. Traffic <br />congestion has grown worse, vacant land and open <br />space have disappeared as new homes and business are <br />built, housing prices have escalated and residents have <br />expressed concerns about the loss of cOmmunity.
