difficult. As part of our adaptive management, we are constantly adjusting and reevaluating our
program to make sure we have the right tools, and the appropriate measures in place to move this
program forward. To facilitate these efforts, the City would like to propose to the Land
Conservation and Development Commission that the City staff, along with your staff, continue to
work collaboratively on this process and explore the following questions:

1. Are the timelines in the original order appropriate or do they need revision?
2. Do we have the ability to measure success with a different yardstick than what was in the
original order, or in addition to what was in the original order without jeopardizing the integrity
of the program?
3. Can we work together to secure state funding that supports local needs to implement the nodal
development program?

Again, we appreciate the time and effort the Commission has put towards this effort. We continue
to work towards consensus with our elected and appointed officials and communities to meet the
intent of the Transportation Planning Rule and Commission Order and we appreciate the
acknowledgment by the state that this is a worthwhile, innovative effort, although difficult at times.
We look forward to the opportunity to the discussion with you and your Department.
